Robert Shepard was the Unit Chief of Holden Ford and Bill Tench at the FBI Academy until he was forced into retirement.

Retirement[edit | edit source]

Bill met with Shepard one morning and learned he was retiring. Bill was suspicious of the timing, but didn't question it. Later, at his retirement party, Shepard confronted Holden and revealed that he'd been forced into retirement because he had to take the fall for Holden's insubordination.[1]
